The fee is banked to the treasury at creation and is not refunded — the treasury keeps it whether the proposal passes or fails. On submission the trailing 7-day TWAP of the curve price is locked as the pass baseline: the proposal resolves 48 hours later and passes unless the spot price is then below that baseline. Trading is voting — holders who disagree sell.
