    PoolTogether is a prize-savings protocol: depositors keep their principal, the yield their deposits earn is pooled, and the pool is paid out as randomly drawn prizes ( developer docs (https://dev.pooltogether.com/protocol/introduction) ). Holders of its POOL token governed it from February 2021. Its fifth version, launched in 2023, was built so that governance could change nothing in the protocol (https://dev.pooltogether.com/protocol/design/) , and in February and March 2026 the same holders voted to empty the treasury and hand the governance timelock to a contract that can never use it (https://etherscan.io/tx/0x377ad44c357bc92c630a3087c1482c28b506285669a53764de0eeb1beffad4a9) . For a DAO reader it is a case of governance minimization (/wiki/dao-governance/concepts/fundamentals/governance-minimization) followed to the point where nothing was left to govern, and of a DAO wind-down (/wiki/dao-governance/concepts/analysis/dao-wind-downs) carried out by an on-chain vote.

    From no-loss lottery to POOL governance PoolTogether launched on 24 June 2019 (https://decrypt.co/7599/new-crypto-lottery-impossible-lose) as an Ethereum app in which players bought 20-Dai tickets; the pooled Dai was lent on Compound (/wiki/daos/lending/compound-dao) , one winner took the interest, and every other player got their money back. Its founders, Leighton Cusack, Brendan Asselstine and Chuck Bergeron, raised $1.05m in February 2020 (https://decrypt.co/18359/ethereum-based-no-loss-lottery-pooltogether-raises-1-million) in a round led by IDEO CoLab Ventures. The POOL token (https://etherscan.io/token/0x0cEC1A9154Ff802e7934Fc916Ed7Ca50bDE6844e) was deployed on 16 February 2021, together with a fork of Compound's Governor Alpha (https://etherscan.io/address/0xB3a87172F555ae2a2AB79Be60B336D2F7D0187f0) and a timelock (https://etherscan.io/address/0x42cd8312d2bce04277dd5161832460e95b24262e) . Supply is 10m. Per the supply page (https://docs.pooltogether.com/pooltogether/pool-token/pool-supply) , 1.5m went to early users, 1.2m to early contributors, 750,000 to investors in PoolTogether Inc. and 411,000 to participants in a treasury diversification, while 4.8m stayed under governance control. The Alpha governor processed 79 proposals between 3 March 2021 and 16 August 2023; the last of them moved governance to a new Governor Bravo (https://etherscan.io/address/0x8a907De47E00830a2b742db65e938a3ea1070A2E) , which the governance docs (https://docs.pooltogether.com/pooltogether/governance) describe as an OpenZeppelin variant with ScopeLift's Flexible Voting extension. The proposal process (https://docs.pooltogether.com/pooltogether/governance/proposal-process) ran in three stages: a Request for Comments on the forum for at least five days, a formal PTIP (a protocol change) or PTBR (a budget request) for at least 24 hours, then an on-chain proposal. Submitting one took 10,000 POOL held or delegated. A vote lasted five days and passed with a majority in favour and at least 100,000 votes for, a 1% quorum, followed by a two-day timelock. Only POOL on Ethereum counted; POOL bridged to Optimism or Polygon (https://docs.pooltogether.com/pooltogether/governance/voting-and-delegation-101) could signal on Snapshot but not vote on-chain. A class action claiming the protocol was an illegal lottery was dismissed in June 2023 (https://www.theblock.co/post/233633/judge-dismisses-lawsuit-claiming-defi-protocol-operated-illegal-lottery) by a federal judge in New York for lack of standing, without a ruling on legality.

    V5: a protocol outside governance's reach In June 2023 Asselstine announced Generation Software (https://web.archive.org/web/20251008101800/https://gov.pooltogether.com/t/ptbr-2-pooltogether-generation-software-inc/2948) , a company of community members and former PoolTogether Inc. employees, and asked the DAO for $460,000 to audit and deploy the next version over three months. The request, PTBR-2 (https://etherscan.io/tx/0x7ca1c6c43b80740137d885343e7658b3a909056df10c3c7be8b6274b710a1dd8) , and the company's later ones such as PTBR-7 (https://etherscan.io/tx/0xae6268c13ba6c31f8a25d3c9d041ac0401358b80aab14870844af3c0dabe2bb8) were submitted on-chain from his address, asselstine.eth, and by January 2024 the company was asking as G9 Software Inc. (https://snapshot.org/#/pooltogether.eth/proposal/0xaf44934856bf3e9d02fc3cff6f4fd5de961e21bc7365ecbec24017ab714cd9a0) V5 went live on Optimism in October 2023 (https://web.archive.org/web/20231129084112/https://gov.pooltogether.com/t/ptbr-7-generation-software-q4-2023/3061) , and holders voted to sunset V4 (https://snapshot.org/#/pooltogether.eth/proposal/0x63949bc23c7e9bec61cbe3620d4a76250a86edc25c5fec825ecfc91fa42cae34) that November with 376,904 votes for and none against. The V5 design docs (https://dev.pooltogether.com/protocol/design/) call it the protocol's first hyperstructure (/wiki/dao-governance/concepts/fundamentals/hyperstructures) : the core has no administrator and no adjustable parameters, no code can be changed, anyone can add tokens or yield sources, and every maintenance task is open to anyone and paid for. A depositor uses a prize vault, an ERC-4626 wrapper around a yield source that anyone can create from a factory. The vault sells its yield for the prize token, WETH on most chains, and contributes it to a single Prize Pool (https://dev.pooltogether.com/protocol/design/prize-pool) on each chain, which awards a draw once a day across tiers of prizes. Third-party bots close each draw by winning timed auctions (https://dev.pooltogether.com/protocol/design/draw-auction) for requesting and delivering a random number, paid from a reserve the Prize Pool skims from contributions. The discretion that remains sits with whoever deploys a vault, not with the DAO. A vault's owner can replace its prize claimer and its liquidation pair and set a yield fee of up to 90% of the yield (PrizeVault source) (https://github.com/GenerationSoftware/pt-v5-vault/blob/main/src/PrizeVault.sol) . A Prize Pool's creator sets the draw manager once and has no other power (PrizePool source) (https://github.com/GenerationSoftware/pt-v5-prize-pool/blob/main/src/PrizePool.sol) . The same contract also ends itself: if no draw is awarded for a fixed number of draws, the pool shuts down and lets each vault's depositors withdraw the remaining prize money in proportion to their time-weighted balances. A Snapshot on Optimism launch parameters (https://snapshot.org/#/pooltogether.eth/proposal/0x5678e37997f231cd58b506decab7e9e60eaa671500781d8cec6e67afe6f96c50) preceded a redeployment there whose first draw opened (https://optimistic.etherscan.io/address/0xF35fE10ffd0a9672d0095c435fd8767A7fe29B55) on 18 April 2024, and V5 later reached six more chains (https://dev.pooltogether.com/protocol/deployments/) .

    What governance still controlled With the protocol out of reach, POOL holders governed money rather than mechanism: the treasury, the token's mint, the retired V3 and V4 contracts, and budgets for the people running the off-chain infrastructure. In June 2024 Asselstine's "POOL Endgame" post (https://web.archive.org/web/20240614101428/https://gov.pooltogether.com/t/pool-endgame/3260) argued that the token should become a utility token, which holders could stake in a POOL prize vault for a share of prizes, and that governance should be wound down. The first step, Disable POOL Minting (https://etherscan.io/tx/0x43b6d4bdffc82bba9d666af384a6543181d4b7a7d6570dea0b8c647376e622b0) , executed on 25 June 2024 and removed governance's power to mint up to 2% of supply a year, at a time when the treasury held 46% of the 10m supply. PTIP-93 (https://etherscan.io/tx/0x2ded5cb2f4bea28447e3b68021acd9904ac78e0a8d6be856970fcf0296c10b0d) moved the old treasury into V5 that September. The Bravo governor recorded 42 proposals from 26 September 2023 to 25 February 2026, 37 of them executed, most of them budget requests: for G9, for Pooltime (the community team running social channels, apps and bots), for other contributors and for POOL incentives ( governor events (https://etherscan.io/address/0x8a907De47E00830a2b742db65e938a3ea1070A2E#events) ). In November 2024 Asselstine opened a forum discussion on the future of governance (https://web.archive.org/web/20250322174555/https://gov.pooltogether.com/t/discussion-the-future-of-governance/3357) that set out the position: governance no longer controlled the protocol, the treasury had no revenue, about 25% of POOL had been bridged to rollups where it could not vote, and the remaining voters were a shrinking group of long-time holders. He offered three options: dissolve governance, pay for an upgrade that would let rollup holders vote (the previous governor upgrade had cost $50,000), or start new governance on each rollup. Several contributors replied in favour of dissolution; one noted that the treasury was protected mainly by Asselstine's own voting power. Snapshot signalling had already stopped: the last proposal (https://snapshot.org/#/pooltogether.eth/proposal/0x5bb42bc3db92d526525a92554c7463a8e0471b18879cecfff6c5d980f622b388) in the pooltogether.eth space (https://snapshot.org/#/pooltogether.eth) closed in October 2024.

    The shutdown vote On 6 February 2026 asselstine.eth submitted PTBR-35, "Governance Shutdown" (https://etherscan.io/tx/0x6e502bb833cf111d4300e4c6cfe4e416e64b04c08d39d0b007ae8dd62ccb5512) . It stated that the treasury held about 24 ETH and 1.1m POOL and had reached the end of its runway, that most holders had staked their POOL in the prize vault rather than in governance, and that if the proposer did the same the treasury would be left without defenders. It proposed to withdraw every asset, disable the timelock, then by hand pair the ETH with POOL as permanent liquidity on Ethereum and World Chain and burn the liquidity positions. Forty-seven addresses voted: 46 for and one against. A single Safe multisig cast 340,003 votes, more than three times the 100,000 quorum, and the other 46 addresses cast about 25 between them ( VoteCast events (https://etherscan.io/address/0x8a907De47E00830a2b742db65e938a3ea1070A2E#events) ). The proposal executed on 25 February (https://etherscan.io/tx/0x183ee6722be71655919d6201a3af3b11e0ec82e416e5eccaab3b2aaace897fad) but carried out only three of its twelve actions, which the proposer attributed to a likely Tally interface bug. A second proposal (https://etherscan.io/tx/0x1ae9f699626cc10e475a1f747907264fff2ef3426e80b5501794e74f2e715f36) submitted by hand the same day executed on 5 March 2026 (https://etherscan.io/tx/0x377ad44c357bc92c630a3087c1482c28b506285669a53764de0eeb1beffad4a9) . It moved four Uniswap V3 positions, redeemed 19.32 shares of the treasury's WETH prize vault, withdrew its stETH and Across liquidity tokens, and named a contract called DeadAdmin (https://etherscan.io/address/0x67bb57287c722d38e41328506197f27a1abe2dfa#code) as the timelock's admin. DeadAdmin's verified source has one function, which accepts the admin role once; once accepted, nothing can queue or execute a transaction through the timelock again. The ETH-side position the proposal promised was minted on 5 March and its NFT sent to the 0x…dEaD address (https://etherscan.io/tx/0xbaac85b51328012a6a77b5218d72dffbd07d3976bcdeeb171b4d3a85bdf2b536) on 6 March. The forum where all of this was debated has gone the way the wind-downs (/wiki/dao-governance/concepts/analysis/dao-wind-downs) page describes: on 2 October 2026 gov.pooltogether.com pointed at a Discourse host that no longer resolves, and its threads survive on the Wayback Machine. The governance pages (https://docs.pooltogether.com/pooltogether/governance) in the user docs still describe the proposal process as live.

    Status: the protocol after the DAO The last service budgets the DAO approved ran for six months from 1 January 2026: PTBR-33 (https://etherscan.io/tx/0xec1df75d8dada61e3db99ebe1aaf9665034c7843e851ac8de0123f2355dfe455) paid G9 $42,000 to keep hosting the Cabana apps, and PTBR-34 (https://etherscan.io/tx/0x030bd8b6694c00cfc0f13bc84d02f8ab89828f4ca56d1d9aec59cbb26f2144e0) paid Pooltime $83,000, whose bot repository (https://github.com/underethsea/pooltogether-node) the proposal said handled most prize draws, liquidations and prize claims. G9 still maintains a front end: its cabana-lite repository (https://github.com/GenerationSoftware/cabana-lite/commits/main) added support for shut-down prize pools in July 2026 and retired the Moonwell vaults on Base in August. Read on-chain on 2 October 2026, the daily prize pools on Base, Optimism, Arbitrum, Gnosis and World Chain last awarded draws that closed between 2 and 4 September 2026. With a 60-draw timeout, each pool reports a shutdown date between 1 and 3 November 2026 ( Base (https://basescan.org/address/0x45b2010d8a4f08b53c9fa7544c51dfd9733732cb) , Optimism (https://optimistic.etherscan.io/address/0xF35fE10ffd0a9672d0095c435fd8767A7fe29B55) ). The Scroll pool (https://scrollscan.com/address/0xa6ecd65c3eecdb59c2f74956ddf251ab5d899845) already shut down on 27 June 2026, and the Ethereum pool (https://etherscan.io/address/0x7865d01da4c9ba2f69b7879e6d2483ab6b354d95) , which draws every 28 days, last awarded a draw that closed on 6 August and reports a shutdown on 24 December 2026. A shutdown stops prizes, not withdrawals: the prize vault pays a withdrawal from its yield source without passing through the Prize Pool ( PrizeVault source (https://github.com/GenerationSoftware/pt-v5-vault/blob/main/src/PrizeVault.sol) ). Unless someone awards a draw before those dates, every V5 prize pool will have shut down by the end of 2026.

    How Caper approaches this PoolTogether minimised governance in two moves: it made the protocol immutable, then removed the vote over what was left. A caper (/wiki/foundations/what-is-a-caper) keeps a vote for its whole life but draws the line in the same place from the start: the bonding-curve (/wiki/markets/bonding-curve) reserve behind every token is moved only by trades, and proposals (/wiki/governance/proposals) reach the treasury alone, through a short list of typed actions decided by a ranked ballot (/wiki/governance/voting) and then a market window. PoolTogether's final distribution depended on a working governor and one large voter to clear quorum; a caper member who has voted can leave with a share of the treasury (/wiki/foundations/leaving-a-caper) at any time, with no proposal, in the tradition of rage-quit (/wiki/dao-governance/concepts/membership/rage-quit-and-exit-rights) . What PoolTogether achieved and a caper does not is the absence of any lever at all: after March 2026 there is no treasury vote to capture, whereas a caper keeps a governed treasury, and a platform-wide upgrade path voted in the $CAPER caper, for as long as it exists.
